Here is what people are saying about the SimCity 4 Deluxe Edition

If you wish to trade your mortal hands for something grander, if you are an expert at demolition, enjoy city, bridge, tunnel, rail, and/or water transport building, this game is for you.
To begin, go to a region*, then double click on a tutorial or unincorporated city square. If you choose the pre-built tutorial, just let the computer guide you through. If, however, you have learned enough from the manual, (which is pretty thick!) and you decide to make one without guidance, you must click on an unincorporated city area. Then you will be transferred to God mode. (Though it doesn't tell you this, press control-alt-shift and click the God mode button to return to your original power after your city is made.)Now it's up to you to sculpt the landscape. Tweak a river hear, raise a mountain hear, there are infinite possibilities. If you do a water city, it is wise to put few land bridges in as well.
Well, now it's time to make a city. Begin by choosing low density residential and zoning an area for houses and stores, then some distance away zone for industrial and landfills. Then build a road in between the zones. Ad a power plant, the drag some power lines from the factory zone to the R&C zones. Then press cheetah speed to develop it.
To add a school click on the civil services, then click on the school available. You can also add landmarks, and a medical clinic. The fire station is positioned when the first fire breaks out, and is positioned as close as possible.
To build a tunnel, simply drag a road over a hill, and if it turns green, there's your tunnel. It's basically the same for bridges.
In the game, their are various rewards, and if you like the easy life, hit control-x, then type in "you don't deserve it". The results are fantastic. Oh, by the way, do you hate your advisers? Hit control-x and type "dollyllama" It's pretty funny what happens next. (Check your advisers)

Every now and again I get a hankering for good old fashion empire building. I grew up with SimCity 2000, so I decided to try SimCity Societies, which was supposedly the latest and greatest, and I was sorely disappointed. Going back to this version, SimCity 4, I found what I had been looking for--a challenging, realistic city builder. Even by today's standards, the visuals are excellent, and the game is sufficiently complex to keep my interest for hours at a time. There are of course, improvements that I wish would be implemented someday, but I'm afraid that a true successor to this game may be a long time coming. The Rush Hour expansion adds some welcome options to managing transportation within your city, and the little driving sim is cute, but ultimately, a gimmick. I believe that fans of the genre will come back to SimCity 4 for years to come, unless Cities XL lives up to its hype.

I loved SimCity 4, and when I couldn't find the second disk to my original copy of the game, I ordered the Deluxe Edition rather half-heartedly. Boy, am I glad I bought it! Many improvements are made upon the seemingly flawless SimCity 4 game to make it even more enjoyable, not to mention easier, to build and run your own cities.

For example, the Rush Hour expansion pack shows you how your Sims get to work, that is, if they walk or commute, and which routes they take. You can do this by selecting the new Route Query tool and clicking on any road, street, etc. You can also use it on almost any building/structure, too. This really helps when you install public transportation - you no longer have to make a guess as to where you should put your subway station or bus stop to make it easier for your Sims to get to work and back home.

It also appears that the advisors talk to you more, especially Neil Fairbanks, the city planner. They don't just talk to you when there's a problem, but will give you advice and compliments. This helps you prevent possible problems and to fix small ones before they get big. Also, It's definitely a boost that you now get 500,000 simoleons to start your city instead of the usual 100,000. I'd definitely say that this deluxe edition makes the SimCity game more user-friendly.

And yes, the game does work on Vista, but it may not be true for everyone. For me, it works on my laptop despite not having the proper graphic card (it just gets a bit slow for a few seconds here and there), but in order to coax the game to play, I have to insert the second disk and click on the desktop icon. I have never had the game crash on me. My suggestion is to first try installing the game if you have Vista, and then try uploading any patches or updates to the game only if you encounter a problem.

4 Star Rating  "Great game! Best in the series so far!"2009-07-19

This is a great game in a great series of games. The graphics are very good, the music is light and fits very well, the gameplay is fluid and well thought out. If I had one bone to pick it would be the way the game mechanics work around money and the interaction between adjoining cities. Like any good game this one is easy to learn but relatively difficult to master. After playing for a few hours you learn a couple of tricks that make the game a lot easier to play and make the monetary system almost laughable. One of my favorite tricks is to build a "main" city with several "feeder" cities surrounding it. The feeder cities are generally purpose build and allow you to focus on your primary goals in the main city. For example, pollution needs to be controlled in your main city but the power plants available at the beginning of the game are very polluting. Solution - build a few coal power plants in the next city over and then run some power lines to the edge of the map so you can buy all the power you need with NO pollution. Another quick trick is to use the "god" tools to build a completely flat map and absolutely cover it with trees. Doing this before you start building anything reduces pollution, increases land values, and the trees are free when you are in god mode. I really hope EA is able to get out of it's rut and develop a good follow up game but I am not holding my breath. The last few games I have seen come out from their studios (Spore, Command and Conquer 4, Sims 3) are so full of compromises they are not worth buying and I am losing my patience. That being said there will always be a market for a good city building game so lets hope they shake off the challenges of designing in a corporate environment and eventually come out with a sequel.
